Our PA Public Purchasing Association (PAPPA) Chapter meeting, held in South Whitehall Township PA, was called to order by President Mary Ann Ramey.
Attending were Mary Ann Ramey, Whitehall Township; Maureen McIlvaine, Bucks County; Scott Brodt, Angela Marino and Diane McKenzie, City of Allentown; Price Morris, Lancaster City Housing Authority; Bob Dopira, Montgomery County; George Nader and Ann Wertman, Lehigh County; Mary Jo Reed, City of Bethlehem; Lenore Horos and Judy Cole, South Whitehall Township; Barry Hitchcock, Lancaster County; Renee Carpenter, County of Berks; Chris Gentile, Alvernia College; Christine Parnau, Northampton County; Bill Lyle, Bucks County.
The minutes from our January 29, 2001 meeting were faxed to chapter members to review prior to the general meeting. Members were asked if there were any changes, additions or deletions to be made to the 1-29-01 minutes. None were made. A Motion to accept the January 29, 2001 meeting minutes was made by George Nader, Second by Mary Jo Reed and approved by all those present.
The treasurer's report as of March 31st, 2001 was made by Scott Brodt. A Motion to accept the report was made by Diane McKenzie, Second by Maureen McIlvaine and approved by all those present.

Special Presentation:
President Mary Ann Ramey presented a plaque and a "Border's Book Store" gift certificate to Maureen McIlvaine for the many years she put into being PAPPA's Secretary/Treasurer.
COMMITTEE REPORTS:
Audit committee - Jill Stewart not present to report.
Awards committee - Second vice-president Maureen McIlvaine chairs this committee. Nothing new to report at this time.
By-laws - Diane McKenize chairs this committee. Nothing new to report at this time. Diane and Barry will take a look at the by-laws to see if any changes are needed.
Education - Price Morris chairs this committee. Held the 'General Public Purchasing' Class on March 14, 15 & 16th at the Ramada Inn: We had eight(8) attendees - got complaints that attendees were unsatisfied with Ramada Inn in the rooms and cleanliness. "Intermediate" class is scheduled for May 2001: Price sent out the brochures on Registration for class. Price is looking for ideas on what other classes the members would like to see. Maybe a review class for CPPB or CPPO. Please bring your ideas or suggestions to the next chapter meeting or contact Price Morris via phone or e-mail. The new NIGP Education brochure has just been issued and our chapter sponsored classes are in there.
Financial - Scott Brodt chairs this committee. Account -would like to convert our checking account from a personal account to a Business checking account. We would have to be incorporated to do this. The advantage of a Business checking account is that it would be and "interest" bearing account and more than one person can sign the checks. Credit Card - Reported that PAPPA will be signing up for a credit card. Incorporation and Tax Status - paperwork being processed.
Legislative - Ann Wertman chairs this committee. Ann obtained information on the NIGP website and passed out copies at the meeting. Ann also contacted state representative to get more information on legislative issues. Maureen passed out copies of recent SENATE BILLS. Senate Bill Nos. 420, 170, 548, 546, 547. Left open to the floor to discuss - no discussion.
Liaison Between Chapters - Joint meeting - Price Morris has not heard anything from Gordon in Philadelphia as to the date and time. Gordon wants to have Bill Irish attend as a speaker. Suggestions were made at the Camden Aquarium or Philadelphia Art Museum. Region III meeting - Waiting for Greta Iplenski to get back to us with the date, time and place on the Region II meeting. Region I - Bill Irish sent a letter to all Presidents in Region I (Maine to Virgin Islands) to have some coordination with local chapters. Chris Parnau will check with Bill to see if he got any response.
Liaison Between NIGP - Stan would like to chair this committee but there is question as to if the state will supportive of NIGP functions. The state members might have to use their own personal time to remain members.
Library - Angela Marino chairs this committee. Only have Lehigh County 2000 bid list. Angela requested the 2000 bids from chapter members so that a new more current list can be done and added to the Guide as well as put on our website.
Marketing committee - Chris Gentile and Craig are playing e-mail tag right now. There is no news to report as of yet.
Membership - Mary Jo Reed chairs this committee. Mary Jo will fax the Secretary information on new members so an updated list can be kept by the secretary. Please contact Mary Jo Reed with any new memberships you have or can get.
Newsletter committee - Mary Ann Ramey chairs this committee. Has not gotten a chance yet to start on this. If anyone is interested in joining this committee, please contact Mary Ann.
Ohio Conference committee - Mary Ann Ramey will be getting together with interested members after the general meeting today to discuss.
Operations - Diane McKenzie chairs this committee. She has nothing new to report.
Strategic Planning committee - Committee has planned a retreat for April 24th 2001. There will be forthcoming e-mail out on this.
Web-site - Price Morris and Kevin Sharp are diligently working on this. Price reported that our web-site is up and running. Maryland state has put us on their link page. The L3P newsletter has a run-down of our web-site. NIGP put us on their link page. Price asked if anyone has anything they want to see or taken-off of our web-site. Please contact Price or Kevin via phone or e-mail.
OLD BUSINESS:
INC - Maureen reported that our PAPPA Chapter in now Incorporated. Chip will invoice us $500 for the INCORPORATION service. We have not received anything to date.
Tax ID - Chip has submitted to get us under their tax status as an umbrella.
PA State tax exemption - Scott Brodt will look into this.
May chapter meeting - May 21st meeting was scheduled to be held in Harrisburg. Since there are problems, we are unsure at this time if meeting will still be held there or if we have to find another location. If unable to have in Harrisburg, we will have it at Whitehall township.
Golf Shirts - Mary Jo Reed brought in samples of shirts and various colors to choose from. All prices are based on a 36 quantity order. About five(5) different choices. Members can look at samples and colors and catalogs over lunch and we will vote on a shirt after lunch. Members voted on the button-down denim shirt in the Light Blue color. Mary Jo Reed will get samples in the small, medium, large and XL sizes so members can try on size before placing orders. Need to vote on a cost by members. The cost of the shirt is $16.00 and the chapter will pay the difference.
NEW BUSINESS:
Speakers - George Nader is looking for topics on what members are interested in as a speaker. George e-mailed all members and only got three(3) responses. George will send Angela a list of what he currently has that some members were interested in so that it can be put into the minutes. Please contact George Nader via telephone or e-mail on your suggestions. Following is a brief list on the potential speaker topics from George:
1. PA State contract #5850-01: possibly the buyer who handles this contract for "Microcomputers, LAN Hardware & Peripherals".
2. ITQ Programs.
3. Electronic Bids.
4. Use of Electronic signatures.
5. On-line auctions of surplus items.
6. Disposal of used tires (Renee may have had a contract).
7. E-procurement (by Major Riddick - Chief of Staff for State of Maryland).
8. Disposal of old computers, especially monitors.
9. Reverse bidding-this was included in Senate Bill 5, but is not available to counties (probably municipalities as well). Suggestion was for someone from the State to tell us about their success so we could go to our senators and push for it to be extended to us.
L3P conference - Will be held on May 8th, 2001 in Penn State College.
National Forum - Please contact Mary Jo Reed if you are planning on going to the Ohio conference. If you let her know, she can give you some PAPPA pins that you bring on the National conference with you.
Adjourn - A Motion to adjourn the meeting at 1:05 P.M. was made by Mary Jo, Second by Price Morris and all present approved.
Speaker - Meeting concluded with a presentation from Tom the Director of the Trexler Game Preserve.
