July 22, 2002 Minutes

Our PA Public Purchasing Association (PAPPA) Chapter meeting on July 22, 2002 was hosted by, Judy Cole, South Whitehall Township.  The meeting will be take place at the ‘Brass Rail’ Restaurant, 3015 Lehigh Street, Allentown PA.

10:05 AM the meeting was called to order by President Mary Ann Ramey.

Attending the meeting were Maureen McIlvaine, Bucks County; Mary Ann Ramey, Whitehall Township; George Nader and Ann Wertman, Lehigh County; Judy Cole and Lenore Horas, South Whitehall Township; Kelly Laubach and Barry Hitchcock, Lancaster County; Chris Parnau, Northampton County; April Lenhart and Jeff Slentz, Berks County; Price Morris, Lancaster City Housing Authority; Diane McKenzie, City of Allentown. The May 20, 2002 Meeting Minutes were read. The following corrections need to be made:

First paragraph, change the second line to read “The meeting took place...”, delete “Meeting will Lehigh...Allentown PA”

Education Committee, seventh line, change to read “...will send.”

Financial Committee, change to read “Diane McKenzie handed out a copy of Scott Brodt’s report”.

Add: Legislative Committee- Ann Wertman handed out her Legislative update.

Old Business, PAPPA Officer/Committee Responsibilities Summary, change to read “Mary Ann Ramey put information together...

Questions, change second statement to read "Barry Hitchcock asked if anyone has heard...” and in the third statement change pages to pagers.

George Nader made a motion to approve the amended minutes, 2nd by Judy Cole, approved by those present.

Treasurer’s Report: Scott Brodt e-mailed May 2002’s report which was read by George Nader. Maureen McIlvaine made a motion to approve May 2002 Treasurer’s Report, 2nd by Diane McKenzie, approved by those present.

Scott has purchased “Quick Books” software but will not be installing it on his PC because it will cause his PC to crash. It will be used starting January 2003.

Attorney Prokup Review of Chapter Paperwork- the Attorney has not responded to Scott’s requests for a breakdown of his estimated fees so the Board of Directors has directed Scott to end all correspondence with Attorney Prokup and contact Bill Lund for help.

COMMITTEE REPORTS:

No Reports were given for the Awards/Scholarship, Finance, or the Operations Guide Committees.

By-Laws Committee - Diane McKenzie is working on revisions and will send them to members via e-mail and fax for approval at the next meeting.

Education Committee - Price Morris reported that the Intermediate Public Procurement Seminar in Pittsburgh will be held at the Regional Enterprise Tower; the instructor will be Sue Fitzgerald; and the on-site coordinator is Tom Youngs. Detailed information can be found on our website.

Membership Committee - No report, but Mary Ann Ramey has questions about new member applications and member certificates. She will discuss her questions with Mary Jo Reed, Diane McKenzie and Scott Brodt. Members are asked to e-mail Mary Ann Ramey their PAPPA (or Delaware Valley) Chapter membership anniversary date.

Newsletter Committee - Since the last meeting April Lenhart has volunteered to Chair this committee and submitted ideas for the newsletter’s contents.

Strategic Plan Committee - Mary Ann Ramey reported the Strategic Plan will be reviewed by the committee and Board of Directors with revisions being presented at our next meeting.

Website Committee - Price Morris reported our website has had 1700 visitors; Tom Youngs is the Member in the Spotlight; and we have a new Commentary page that will show articles written by chapter members. Anyone interested in submitting an article should contact Price.

Legislative Committee - Ann Wertman handed out copies of the most recently issued Local Government Commission’s Acts Signed by the Governor; Updates to Bills in the House and Senate; and HB 2674 Amendments to Title 62.

OTHER REPORTS:

Liaison w/ Chapters - Price Morris reported he has heard nothing further from the South Jersey Chapter on the Region I Conference, or from Hope Potter on the L3P Conference in November.

OLD BUSINESS:

PAPPA Officer/Committee Responsibilities Summary - Mary Ann Ramey will review this after the meeting.

Forum Update - Chapter members attending include Renee Carpenter, Barry Hitchcock, Diane McKenzie, Bill Irish, George Nader, Mary Ann Ramey, Maureen McIlvaine, Steve Suder, and Price Morris. If there is any information you would like any of these people to look for please let them know. The Forum is being held August 10-14 in Portland Oregon.

PAPPA Shirts - Diane McKenzie reported that she has one XL shirt left, this year’s shirt is a long sleeved, cream colored shirt with the PAPPA Logo in green and costs $21.75. If you’re interested in buying this shirt contact Diane.

2001 Attendance Reports - George Nader asked about the status of the reports. Mary Ann Ramey will contact Angela Marino for an answer.

April 2002 Board of Director’s Meeting Minutes - these are still needed, Mary Ann Ramey will get them from Angela Marino.

Attorney Review of Chapter Paperwork - George Nader will review this with Scott Brodt.

NEW BUSINESS:

Mary Ann Ramey asked for volunteers to be on the Nominating Committee, receiving none she appointed George Nader, Maureen McIlvaine and Judy Cole. Anyone interested in being an officer or committee member for the 2003-2005 term should contact one of these people.

Mary Ann Ramey received a request for a Chapter Profile from National, the information was requested by July 15 to use at the Forum Share Fare.

11:30 a.m. Judy Cole made a motion to adjourn the meeting, 2nd by Diane McKenzie.
