June 19, 2000 Minutes

Our PA Public Purchasing Association Chapter meeting, hosted by Judy Cole and South Whitehall Township, was called to order by First Vice-President Mary Ann Ramey.

Attending were Diane McKenzie, Scott Brodt and Angela Marino, City of Allentown; Mary Jo Reed, City of Bethlehem; Bob Dopira and Hanna Price, Montgomery County; George Nader, Lehigh County; Kevin Sharp, City of Reading; Judy Cole and Lenore Horos, South Whitehall Twp; Bill Irish and Chris Parnau, Northampton County; Price Morris, Lancaster City Housing Authority; Renee Carpenter, Berks County; Barry Hitchcock, Lancaster County; Mary Ann Ramey, Whitehall Twp; and Maureen Mcllvaine, Bucks County. Introductions were made for our new member, Kevin Sharp, Purchasing Manager for the City of Reading.

The minutes from our March 13, 2000 meeting were read. A Motion to accept the March 13 meeting minutes was made by Judy Cole, Second by Diane McKenzie and approved by those present.

The final numbers are in on the Advanced Public Procurement Seminar we held in March, the Revenue received from the seminar was $539.03 to be used for future training, classes, etc. The Public Procurement Management Seminar we had to cancel in May, the Expense incurred from the seminar was $16.47.

The 2000-2001 Chapter Dues Invoices will be sent out with the meeting minutes.

Committee Reports:

Membership Committee-­

George Nader reported that he has updated the Membership Application Form; an updated Chapter Membership List will be sent out with the minutes; and each Chapter Member will receive a new Chapter Membership Certificate with the Chapter's new name.

Legislative Committee-­No report given.

Library Committee-­

Angela Marino reported that she has received bid lists from just Lehigh, Bucks and Montgomery Counties and asked that everyone else send their bid lists to her.

Operations Guide Committee-­

Diane McKenzie reported that she will have an updated guide ready to distribute by the end of the year. Included will be a new section on Chapter Policy and Procedures.

Education Committee-­

Mary Ann Ramey reported that the Public Procurement Management Seminar we were to host in May was cancelled due to lack of participation (only three people registered).

After a brief discussion by the members present, a motion to have Chapter Members who were attending the Road Show Seminar held before the Region III Conference pay a discounted registration fee was made by Diane McKenzie, Second by Mary Jo Reed and approved by those present.

After a brief discussion by the members present, a motion to have Region III Committee Members who are attending the Region III Conference receive free registration was made by Bill Irish, Second by Diane McKenzie and approved by those present.

Awards Committee-­No report was given.

Old Business:

Chapter Shirts­

Diane McKenzie reported the Promotions Committee has selected four different styles of shirts and presented the shirt styles and pricing to the Chapter members present. After much discussion the Chapter members asked the committee to select a shirt style and color and order the shirts. A motion to have the Chapter subsidize $5/shirt towards the purchase of the shirts was made by Mary Jo Reed, Second by Hanna Price and approved by those present.

NIGP National Forum in Baltimore MD, August 18-23,2000­

Chapter members who plan on attending the forum are Bill Irish, Diane McKenzie, Angie Marino, George Nader, Price Morris, Kevin Sharp, Renee Carpenter, Mary Ann Ramey, July Cole, Maureen Mcllvaine and Barry Hitchcock. If you have read the Forum information sent out by National and would like information on any of the seminars being held, please contact one of these people to see if they can get the seminar information for you.

Tax Exempt & Employer ID Applications­

Maureen Mcllvaine reported that she has information on applying for these two things and will look it over and complete the necessary forms. She will keep the Board of Directors informed of any charges associated with this process.

Small Chapter of the Year Award­

Bill Irish has information on what is required to be submitted in order to be considered for this award and the criteria used to evaluate all submissions. This will be discussed again at the next Chapter meeting.

Region III Conference­

Mary Ann Ramey reported that a Road Show Seminar and the Region III Conference has been scheduled for September 28 and 29,2000 in Whitehall Township. The Seminar topic to be presented is Contract Administration and the Region III Workshops will be on E-Commerce Criminal Trends, Combating Fraud on the Internet; Strategic Planning for Purchasing; Computer Recycling; and "No one can ruin your day without YOUR permission". All Chapter members are asked to send the attached Region III Vendor Registration Form and Fact Sheet to ten of their vendors who might be interested in renting a booth for the Conference.

New Business:

Mary Ann Ramey appointed a Nominating Committee to present a slate of names for Chapter Officers at our next meeting. Committee members are: Mary Jo Reed, George Nader and Diane McKenzie.

Mary Ann Ramey appointed a Committee to Revise the Chapter By-Laws to present revised By­Laws (omitting gender references, etc) at a future meeting. Committee members are Diane McKenzie, Bill Irish and Barry Hitchcock.

A brief discussion was held on the State's Conference to be held October 17 -20, 2000 at the Split Rock Resort. A letter was received by most of the Chapter members present announcing this Conference.

A Motion to adjourn the meeting was made by Bill Irish, Second by Mary Jo Reed and approved by those present.

The Speaker for the day was Mr. William Warren Jr., Attorney at Law for Saul Ewing, Remick & Saul. Mr. Warren handed out information and spoke on PA Sales and Use Tax on Public and Nonprofit Construction Projects.
