May 20, 2002 Minutes

Our PA Public Purchasing Association (PAPPA) Chapter meeting, hosted by, Barry Hitchcock, County of Lancaster.  The meeting will be take place at the ‘Shutt’s Barn’ in Lancaster County Parks Environmental Center, 1 Natures Way.  Meeting will Lehigh at ‘Lehigh County’s Government Center’ in Allentown PA.  Meeting was called to order by Chapter President Mary Ann Ramey at 10:21am.

Attending were:   Mary Ann Ramey, Whitehall Township; Maureen McIlvaine, Bucks County; Ann Wertman, Lehigh County; Bill Irish and Christine Parnau, Northampton County;  Diane McKenzie, City of Allentown;  Barry Hitchcock, Lancaster County; Stephen Suder, Delaware River Port Authority; Jim Williams, East Petersburg Boro; April Lenhart, Berks County; Judy Cole, South Whitehall Township;  Price Morris, Lancaster City Housing Authority.

March 18, 2002 Meeting Minutes were read. The following corrections need to be made:

Liaison w/ Chapters: delete "Maryland" should read just "Region I"; change third sentence to read "Bill Irish will contact Maryland to see if in fact they will host the 2003 conference.

Treasurer’s Report: change first sentence to read "Scott Brodt submitted January, February and March 2002 to date Treasurer’s reports for approval"; and third sentence to read "Maureen made a motion to approve the January, February and March to date Treasurer’s Reports as presented..."

Price Morris made a motion to approve the amended minutes, 2nd by Diane McKenzie, approved by those present.

Treasurer’s Report: Diane McKenzie submitted Treasurer’s Reports for March, April and thru May 15, 2002. April’s statement was corrected to show- Payments, ck #260- reimbursement for Seminar Discount Coupons for the General Public Purchasing Seminar. Bill Irish made a motion to approve the reports as amended, 2nd by Maureen McIlvaine, approved by those present.

COMMITTEE REPORTS:

Awards Committee - Maureen reported the committee is working on awards/scholarship applications and criteria and will report further progress.

By-Laws Committee - Diane reported the Board of Directors is looking into a revision to Board of Directors Meetings.

Education Committee - Price reported that the chapter sponsored “Bullet-Proofing your RFP” Seminar held in May went well; the “General Public Purchasing” Seminar had to be cancelled due to lack of interest; the “Competitive Sealed Proposals” Seminar was cancelled due to lack of registration; the “Specification Writing” Seminar to be held in September has been moved to the City of Philadelphia to accommodate the 10-12 people they will be sending; an “Intermediate Public Procurement” Seminar will be added to the schedule for September 17-19 and will be held in Allegheny County to accommodate the 8-9 people they will sent. It is noted that this September IPP seminar will not replace the one scheduled for October 7-9 in Morgantown. The General Public Procurement Seminar will be rescheduled for the Spring of 2003, contact Price if you can offer a location.

Financial Committee - Scott Brodt handed out a copy of his report.

Liaison w/ Chapters - Price is waiting to hear from the South Jersey Chapter with more information on the Region I Conference and from Hope Potter with more information on the L3P Conference scheduled for November. If you have any topics you want to hear at the Region I conference contact either Mary Ann, Price or Gordon Ball from the South Jersey Chapter. Bill Irish, as the Region I National Rep, has contacted the other chapters to set up a Region I Conference cycle and received the following commitments for hosting: South Jersey 2002, Maryland 2003, Pennsylvania 2004, Delaware 2005 and hopefully South Jersey again in 2006.

Liaison w/ NIGP - Bill had nothing new to report.

Membership Committee - No report was made in Mary Jo’s absence. Mary Ann asked about the 3 new membership applications mentioned in the March 18 meeting minutes. Maureen asked about member certificates for the new chapter members from her office, they’ve been members for almost a year have not yet received their member certificates. Bill also asked about the membership certificate for his new employee. Diane volunteered to help Mary Jo.

Marketing Committee - Mary Ann is still looking for volunteers to serve on this committee.

Newsletter Committee - Mary Ann is still looking for volunteers to serve on this committee.

Operation Guide Committee - Diane asked that if you haven’t yet received the 2001 revisions to the Operations Guide to contact her for a copy.

Strategic Plan Committee - Mary Ann reported that committee did meet to make revisions and updates to the Plan and that the Board of Directors need to approve these. She will seek Board approval electronically.

Website Committee - Price reported the site had 1550 hits and reminds everyone to visit the site to see Ann Kimmell in the Member Spotlight.

OLD BUSINESS:

Strategic Plan- Mary Ann thanked George Nader for all the help he gave in updating and distributing the revisions to the Strategic Plan.

PAPPA Officer/Committee Responsibilities Summary- Mary Ann put together information together showing committee members, their responsibilities and duties for all members to review. Contact Mary Ann for a copy if you weren’t at the meeting.

Reminder: Committee Reports are due to Mary Ann 2 weeks prior to the regular meeting.

Forum Update- Bill reported registrations are doing very well (according to National). National is looking for National/Regional vendor suggestions. Steve Suder says he will be co-facilitating the Port Authority networking session on Tuesday.

NEW BUSINESS:

Bill lead a brief discussion, he’s looking for direction on how to establish a Chapter Mentoring Program.

QUESTIONS:

Barry Hitchcock asked if anyone has a Convention Authority in their municipality. His commissioners are interested in the Convention Authority joining their Co-Op group.

Barry asked if any has heard reports that Adelphia, the State Contract vendor for phone service is going bankrupt.

Bill lead a brief discussion about Nextel pages, the Northampton County Sheriffs say their pages are taking about one hour to reach the other party.

11:55 a.m. Judy Cole made a motion to adjourn the meeting, 2nd by Chris Parnau.
